API 1169 Pipeline Construction Inspector Certification

API 1169 is the American Petroleum Institute's certification for inspectors on new onshore pipeline construction. You earn it by passing one closed-book exam of 115 multiple-choice questions in 3 hours, and the result is a scaled score from 200 to 500, with 400 needed to pass. This page is the whole certification on one sheet: what the exam looks like, who it is for, what it costs for the 2027 windows, and where most of the wrong answers come from.

Format, timing and the reference rules in full: the API 1169 exam explained.

What the API 1169 certification is, and what it is not

The certification is built on API RP 1169, the recommended practice for inspecting new pipeline construction, plus the federal pipeline, OSHA and FERC rules a spread works under. It covers the whole job in construction order, from survey stakes through welding and coating to the hydrostatic test and the turnover package. It does not cover a pipeline once it is operating: integrity programs and in-line inspection belong to other credentials.

The exam leans hard on one idea: the inspector is the owner company's eyes on the work, not the crew boss. The contractor welds, coats and tests; the inspector verifies, witnesses, documents and reports. When two options look equally sensible, check who is doing the work in each. An option where the inspector runs the test, directs the crew or signs off a change order is the one to strike.

API 1169 vs API 1184

These two are the pair people mix up, because API runs them on the same fee schedule and in the same testing windows. The split is physical. API 1169 is line pipe on the right-of-way; API 1184 is facility construction, the stations and sites where the line comes above ground. If your work is mostly a mainline spread, 1169 is the one operators ask for. Neither replaces the other, and neither is a step toward the in-service inspector credentials in the last rows below.

API 1169 next to the credentials it is most often confused with
CredentialWhere the inspector standsWhen it is the right one
API 1169The construction spread of a cross-country line: right-of-way, ditch, welds, coating, testYou inspect new pipeline as it goes into the ground
API 1184Pipeline facilities inside the fence: stations, meter and regulator sites, terminal pipingYou inspect facility construction rather than line pipe
API 510 / 570 / 653Pressure vessels, process piping and storage tanks already in serviceYou inspect plant equipment, mostly in refineries, chemical plants and terminals
AWS CWIWelding only, across any industryYour job is the weld and its paperwork alone

Scope

Who

Pipeline inspector certification: who asks for it

API 1169 is a voluntary industry certification, not a government license; pipeline operators may require it on their projects. No law makes you hold it to stand on a right-of-way; the requirement, where there is one, comes from the pipeline operator running the project. INGAA and CEPA endorsed the API 1169 program in February 2016, which ties the credential to US and Canadian transmission work.

In practice the question you are asked is short: are you 1169 certified, and is it current? An expired certificate counts for nothing on a bid sheet, so the renewal date matters as much as the pass. If you are coming from welding, NDE or coating inspection, the certification is how you show you know the rest of the spread too.

Every question comes back to three things: who does the work, what the record must show, and which rule says so.

What the API 1169 exam covers

API's Body of Knowledge sorts the exam into five main categories. The chart is our estimate of how the questions spread across them, worked out from the Body of Knowledge and older weighted outlines. It is not API's split, because API does not publish one.

5categories
  • 1. Inspection & management35–45%
  • 2. Front-end construction8–12%
  • 3. Installation construction25–36%
  • 4. Back-end construction15–22%
  • 5. Post-construction3–10%
Estimated share of the exam, not API's weighting: API publishes no category weights.

Two categories carry most of the exam by our estimate: Inspection & management (estimated 35–45%) and Installation construction (estimated 25–36%). Both have a full guide: safety, quality and environmental inspection and welding, coating and installation construction. The API 1169 study guide maps all five against the publications you study.

Four practice questions in exam format

Here are 4 practice questions from installation construction, the welding-and-ditch end of the exam, written in the exam's format: one stem, four options, one best answer. They are ours, not API's. Before you read each stem, read the four options and ask which document they come from; that tells you whether you are recalling a rule or looking one up. Strike two, then find the single word that splits the pair left.

Category 3 · Installation construction4 questions

  1. Q 01Cat 3 · Installation construction

Under 49 CFR 192, for pipe installed after July 1, 2021, welder qualification records must be kept for at least:

  2. Q 02Cat 3 · Installation construction

On a 49 CFR 195 project, the inspector sees a welder's ground lead tack-welded to the pipe. What does the rule say?

  3. Q 03Cat 3 · Installation construction

According to OSHA, when mobile equipment works next to an excavation and the operator cannot clearly see the edge, what is required?

  4. Q 04Cat 3 · Installation construction

Under the FERC Procedures, in a wetland without standing water or saturated soils, how much topsoil must be segregated over the ditch line?

That was a taste. The full API 1169 practice test runs every category with an explanation on every option.

Eligibility: check it before you pay

API asks for work experience from the last 20 years in one of five categories, from pipeline inspection (3 years with any education) to other heavy industry (up to 8 years plus a listed certification), documented on the application and verified. Experience is the gate, not a course certificate: no training program, however long, substitutes for it. AWS, CWB, AMPP CIP, API, ASNT Level II or higher, and CGSB/PCN/ISO 9712 certifications count toward the industry categories.

The five experience categories, shortest route first
CategoryWhat countsHow it moves
Pipeline inspectionInspection work on pipelinesShortest route; open at any education level
General oil and gas inspectionInspection elsewhere in oil and gasA degree or technical military training shortens it
Pipeline work, not inspectionBuilding or running pipelines in a non-inspection roleA degree or technical military training shortens it
General oil and gas industryWider oil and gas work, including some pipeline-specific timeA listed certification is required
Other heavy industryHeavy construction or industry outside oil and gasA listed certification is required; the longest route

The year counts for each category, and how to build the experience if you are short: how to become a pipeline inspector.

Eligible

Route

From application to certificate

  1. Confirm your category

Pick the experience category your record fits best and check the year count before you spend anything. API verifies the record only after you apply.

  2. Apply for a 2027 window

Each window has its own apply-by date, well ahead of the first exam day (the table in the next band). API lists a late application fee but publishes no cut-off for late filings, so treat the apply-by date as the deadline.

  3. Book a Prometric seat

Once API accepts the application, book a seat inside your window. Once scheduled you cannot move to another window, so choose dates you can keep. The rules: API ICP: scheduling exams.

  4. Sit the exam

Nothing of your own goes in. The listed regulations appear as on-screen PDFs with no search, so practise finding sections in a plain PDF by its contents page.

  5. Get the result and the certificate

You get a score report from Prometric within 24 hours. Certificates are issued digitally (since June 2025), with results in the ICP Portal in about 3 business days, per API as of October 2026.

  6. Keep it current

The certificate lasts 3 years; renewal is covered in the band below.

API 1169 dates and fees: plan for 2027

Every 2026 window has passed its apply-by date, so an application filed today is for a 2027 window, and the 2027 row is the one to budget for. Confirm it on API ICP: schedules and fees before you pay; the 2026 row stays for comparison.

Initial certification fees and windows by year (API, checked October 2026)
YearExam feeTesting windows (apply-by dates)
2027 (apply now)$445 for members and $590 for non-members (initial certification, 2027 fee schedule)April 9 to 30, 2027 (apply by February 4); August 6 to 27, 2027 (apply by June 4); December 3 to 24, 2027 (apply by September 30)
2026 (for comparison)$435 for API members and $580 for non-members (initial certification, 2026 fee schedule)April 10 to May 1, 2026 (apply by February 6); August 7 to 28, 2026 (apply by June 5); December 4 to 25, 2026 (apply by October 2)

Changes cost money as well: a $200 reschedule application and a $200 late application fee, plus Prometric's own charges for moving a seat. How long an application stays valid and what a retake costs are set on API's policies page, which changes; read it there before you book: API ICP: policies.

Every deadline on one page: API 1169 exam dates and fees.

Renew

Renewal in one paragraph

Renewal is recertification every 3 years through the ICP Portal, from 90 days before to 90 days after expiry, with at least 20% of your last 3 years on pipeline-related work; every 6 years it includes an open-book online web quiz of 25 questions in 4 hours on changes to RP 1169. The 2027 renewal fee is $315 for members and $445 for non-members (recertification, 2027), per API as of October 2026; see API ICP: schedules and fees. Renewing after the expiry date adds late fees, so put the opening of the window in your calendar. Details: API 1169 recertification.

Before you open the study guide

  • 115 questions, 3 hours, in person at Prometric only.
  • A pass is 400 on the 200–500 scale; no fixed percentage applies.
  • Experience decides eligibility; check your category before you apply.
  • Gas (192) and liquid (195) values are the classic near-duplicate options.
  • The inspector verifies and documents; any option where the inspector does the work goes first.

Questions people ask

What is API 1169?

API 1169 is API's individual certification for pipeline construction inspectors. It confirms you know API RP 1169 and the listed regulations well enough to inspect new pipeline construction on behalf of an owner company. It is a voluntary certification, not a government license.

How much does the API 1169 exam cost?

For the 2027 windows, the fee is $445 for members and $590 for non-members (2027 schedule), per API as of October 2026; check API ICP: schedules and fees. Reschedule and late applications cost extra: every amount and date.

How do I get API 1169 certification?

Show qualifying experience in one of API's five categories, apply for a testing window before its apply-by date, book a Prometric seat, and score at least 400 on the scaled exam. The full route is on how to become a pipeline inspector.

Is pipeline inspector certification available online?

Preparation can be online; the exam cannot. API 1169 is sat in person, on computer, at a Prometric test center. Only the recertification web quiz runs online, and it is not a route to the first certificate.

Is it hard to become a pipeline construction inspector?

The harder part is usually the experience gate: you need years of documented work before API lets you sit. The exam itself is broad rather than deep. It ranges from OSHA trench rules to FERC wetland procedures to API 1104 weld acceptance, with no search in the on-screen references, so preparing category by category beats reading RP 1169 once.

What is the API standard for pipeline construction inspection?

API RP 1169, the recommended practice for basic inspection requirements on new pipeline construction, is the core document of the exam. It is studied alongside API RP 1110 on pressure testing, API Std 1104 on welding, Spec Q1 on quality systems and CGA Best Practices on damage prevention. In-service piping, vessels and tanks fall under different API standards and credentials.

How long does API 1169 certification last?

3 years. You renew through the ICP Portal around the expiry date, showing recent pipeline-related work; every second renewal adds the open-book web quiz. See API 1169 recertification.
